REGISTER FOR THE RSA CONVENTION


The following amendments have been proposed to the RSA Constitution and will be voted on at the General Assembly on Monday, May 8 at 9 am. You MUST be present to vote on the following amendments.

PROPOSED AMENDMENT 1 – REQUIRES ELECTION OF PRESIDENT AND VICE PRESIDENT TO BE HELD BY MAIL AND ELECTRONIC BALLOT PRIOR TO THE ANNUAL MEETING


The following sections of the Constitution & Bylaws shall be amended to read in full as follows:
Article V, Section 5
Election of President and Vice President. The nominating committee shall meet during the month of November prior to the annual board of directors meeting at which the duly elected president and vice president are to assume office. The results of the nominating committee shall be announced to the members in writing as provided in Article VIII, Section 3. Members may make further nominations for these offices by submitting a nomination petition to the Association by certified mail, return receipt requested. The petition must be received by the Association by January 15 prior to the election. The petition must designate the person nominated, the member rink, and the office for which the person is nominated. It must be signed, in one or more counterparts, by at least fifteen (15) member rinks, and must be accompanied by the nominee’s written agreement to serve if elected. Because the president and vice president are directors, nominees for these offices must meet the qualifications for eligibility to serve on the board of directors as established in Article VI, Section 3.A. The Association must notify all members by February 1 prior to the election of all additional valid nominations for president or vice president. Candidates for president and vice-president shall be encouraged by the Association to submit a video that would be made available on the Association’s website by February 28 prior to the election.  The election shall be conducted by mail or electronic ballot.  Voting would open March 15 and close March 31 at 11:59 p.m. Pacific Time. A majority vote of those voting shall be necessary for election. The Association shall announce the results no later than April 30. In the event no candidate receives a majority vote on any ballot, the field shall be reduced to include only the top candidates who, combined, receive the majority of the votes cast, and a vote shall be conducted at the members’ annual meeting. The term of office shall commence at the convening of the first annual board of directors meeting following election.  

Article VI, Section 3.D

President and Vice President. The president and vice president shall be elected by the members as provided in Article V, Section 5

PROPOSED AMENDMENT 2 (TO BE CONSIDERED ONLY IF PROPOSED AMENDMENT 1 FAILS)- PERMITS MAIL AND ELECTRONIC MAIL BALLOTS TO BE ACCEPTED AT AN ELECTION OF THE PRESIDENT AND VICE PRESIDENT AT THE ANNUAL MEETING 


Article V, Section 5 Election of President and Vice President. At least ninety (90) days before a members’ annual meeting during which the president and vice president are to be elected, the nominating committee report will be announced to the members in writing, as provided in Article VIII, Section 3. Members may make further nominations for these offices by submitting a nomination petition to the secretary by certified mail, return receipt requested. The petition must be received by the secretary not less than sixty ( 60) days before the convening of the members’ annual meeting during which the president and vice president are to be elected. The petition must designate the person nominated, the member rink, and the office for which the person is nominated. It must be signed, in one or more counterparts, by at least fifteen (15) member rinks, and must be accompanied by the nominee’s written agreement to serve if elected. Because the president and vice president are directors, nominees for these offices shall meet the qualifications for board of directors as established in Article VI, Section 3. A. The secretary must notify all members in writing at least forty-five (45) days before the convening of the members’ annual meeting of all additional valid nominations for president or vice president. If there were no additional valid nominations for an office, the secretary shall cast a unanimous ballot on behalf of the members for the person nominated by the nominating committee. If there are additional valid nominations, the contested election shall be conducted at the members’ annual meeting; for the contested election the Association shall accept absentee votes by mail and electronic mail if received by the Association office at least fifteen (15) days prior to the members’ annual meeting. A majority vote of those voting shall be necessary for election. In the event no candidate receives a majority vote on any ballot, the field will be reduced to include only the top candidates who, combined, receive the majority of the votes cast. Absentee votes shall not be counted after the initial ballot. The term of office shall commence at the convening of the first annual board of directors meeting following election. 

PROPOSED AMENDMENT 3: PERMITS A PRESIDENT OR VICE PRESIDENT TO SERVE A SECOND CONSECUTIVE TERM IN SUCH OFFICE

The following section of the Constitution & Bylaws shall be amended to read in full as follows: Article VI, Section 3.E.3
The president and vice president each shall be elected to a term of two (2) years and until the election of each officer’s successor, respectively. Neither the president nor the vice president shall serve more than two full two-year terms consecutively.

PROPOSED AMENDMENT 4- REQUIRES ELECTION OF SECTIONAL DIRECTORS TO BE HELD BY THE END OF MARCH 

The following section of the Constitution & Bylaws shall be amended to read in full as follows: 
Article X, Section 3 Election of Sectional Director. 
The sectional chapter shall organize and conduct the election for sectional director at the chapter’s annual meeting. The election must be held in the month of March prior to the annual board meeting in the year in which the sectional director’s term expires. The sectional chapter shall notify the Association sixty ( 60) days before the election of the date, time and place of the election. The Association shall then provide the sectional chapter with the name and address of each Association member within the geographical boundaries of the section. At least thirty (30) days notice of the election shall then be given by the Association to all Association members in good standing located within the geographical boundaries of the section whether or not such . members are dues paying members of the sectional chapter. All Association member rinks in good standing located within the geographical boundaries of the section shall be entitled to vote and each member rink shall have one vote. A quorum shall consist of fifteen percent (15%) of the member rinks entitled to vote and a majority of the votes cast shall be required to elect. Within ten (10) days following the election, the chapter shall provide the Association with the list of those members constituting the quorum and the results of the election.
